​Canada's Africa Strategy was finally launched on Thursday, 6 March 2025. Much of what is in the new document was telegraphed in November 2024, but at least we now have a complete policy document that actually retained the word “strategy” in the title. Better late than never, and better a full “strategy” than a framework or a guideline. 
    Given a prorogued Parliament, a federal Liberal Party leadership transition (from Justin Trudeau to Mark Carney), and the sword of Trump-acles hanging over continental free trade, it is hardly ideal timing for a new policy announcement that is intended to shape Canada’s relations with an entire region for years to come. But Africa is the future and Canada needed a policy reset, so a quick assessment is in order. Influence of the Four D’s: Demographics, Demand, Democracy, and Diasporas
Before future parts of this series delve into specific aspects and recommendations within the various domains of Canada-Africa relations, it is necessary to articulate why Canada needed to go through this (often tortuous) policy exercise. Canada needs to respond to Africa’s changing weight in global economic and diplomatic affairs. As I said during the recent, energizing Age of Africa Symposium in Toronto (7-8 February 2025), it is useful to conceive of the global structural influence of Africa in four dimensions, what I call the 4D’s: demographics, demand, democracy, and Diasporas.

As part of a series of articles on Canada-Africa relations and the (potential) Canada-Africa Strategy to be released in 2025, a downloadable PDF Datasheet illustrates many of the official linkages between Canada and African countries, from where Canada has full embassies or high commissions, which countries (like Canada) are members of the Commonwealth and/or OIF/Francophonie, the value of Canadian-listed mining assets (2023 data), and which countries have signed military training, dual taxation, foreign investment protection, or air transport agreements or notes.
